Tim’s Plan for the Next Four Years

Fiscal Responsibility & Transparency

Fiscal Responsibility & Transparency

Fiscal Responsibility & Transparency

  • Protect our strong financial position: leverage state/federal funds first, phase projects wisely, and avoid unnecessary debt.
  • Publish project trackers and dashboards so residents can follow timelines, budgets, and construction impacts in one place.
  • Keep open lines of communication—regular updates, office hours, and neighborhood meetings.

Transportation & Traffic Relief

Fiscal Responsibility & Transparency

Fiscal Responsibility & Transparency

  • Keep the Holly Springs Rd widening on schedule; advance Avent Ferry Rd Phase 2 into construction; support the NC‑55 widening/interchange and Southern Access Road to disperse traffic.
  • Continue signal/ITS optimization and expand turn‑lane, crosswalk, and safety upgrades at high‑crash locations.
  • Launch microtransit and evaluate first/last‑mile

  • Continue signal/ITS optimization and expand turn‑lane, crosswalk, and safety upgrades at high‑crash locations.
  • Launch microtransit and evaluate first/last‑mile links to regional transit.
  • Strengthen construction‑impact standards: enforce haul routes, dust control, and daily street cleaning; hold contractors accountable for neighborhood impacts.

Public Safety & Emergency Response

Fiscal Responsibility & Transparency

Public Safety & Emergency Response

  • A multi‑year plan to maintain competitive pay, benefits, and staffing for Police & Fire.
  • Expand community policing, traffic enforcement in congestion hotspots, and school‑zone safety initiatives.
  • Plan for future stations/equipment based on data‑driven response modeling.

Water, Sewer, & Stormwater

Parks, Greenways & Quality of Life

Public Safety & Emergency Response

  • Finish the regional water expansion and Utley Creek upgrades; continue PFAS monitoring and treatment investments.
  • Increase stormwater capacity where flooding and erosion risk is highest; improve maintenance cycles and creek health.

Parks, Greenways & Quality of Life

Parks, Greenways & Quality of Life

Parks, Greenways & Quality of Life

  • Deliver Parks Bond projects on time and within budget; prioritize Eagles Landing, trail gaps, and inclusive/senior‑friendly amenities.
  • Expand programming for youth, seniors, and adaptive recreation; support local sports tourism where it benefits residents.

Downtown & Small Business

Parks, Greenways & Quality of Life

Parks, Greenways & Quality of Life

  • Support a vibrant, walkable downtown with storefront activation, improved parking management, and streetscape safety.
  • Cut red tape for small businesses—predictable permitting, façade support, and a clear single point of contact at Town Hall.

Housing & Design Standards

School Crossing Guard Program

School Crossing Guard Program

  • Promote a balanced mix of housing types that fits our character and infrastructure capacity, including attainable/“workforce” options.
  • Maintain high design standards and require developers to fund their share of infrastructure.

School Crossing Guard Program

  • Safer Streets for a Growing Town: With new schools, walkable neighborhoods, and 53,000+ residents, a crossing guard program ensures students have safe, visible support navigating busy intersections.

  • Community-Powered & Professionally Trained: The program would use trained volunteers or part-time staff—like retirees, veterans, or parents—

  • Community-Powered & Professionally Trained: The program would use trained volunteers or part-time staff—like retirees, veterans, or parents—equipped with safety gear and supported by the Town and HSPD.

  • Smart, Phased Implementation: Starting in 2026 with high-traffic zones, the program will expand strategically and integrate with our upgraded traffic signal systems to protect children and reduce traffic risk.

Working Together

Progress happens when we pull in the same direction. I’m grateful for the partnership of our residents, town staff, regional agencies, and state leaders. Together we secured the most state infrastructure funding in Holly Springs history, modernized our signal system, expanded our water and wastewater capacity, opened Fire Station 3, and invested in the parks and greenways that make this town special.

Let’s Keep Holly Springs on the Right Path.
