“Over the last four years, we’ve made major progress in Holly Springs. From new roads and fire stations, to expanded infrastructure, investments in clean drinking water and supply, and renovated parks. Together with my colleagues, we’ve attracted billion‑dollar investments and created over 1,000 high‑wage jobs, right here in Holly Springs. Progress With Purpose: Quick Stats

  • $236M+ in state transportation funding secured—the most in town history—and now moving into design and construction.
  • Fire Station 3 opened (2025) to improve response coverage in northwest Holly Springs; Ladder 14 firetruck added for growing neighborhoods.
  • $100M Parks Bond approved by voters (November 2023) to expand parks, recreation, and greenways.
  • Clean water & capacity: Regional water expansion and a $116M upgrade of the Utley Creek Wastewater Facility (from 6 → 8 MGD) to keep pace with growth.
  • Over 1,000 new, high‑wage jobs from life‑science investments, including FUJIFILM Diosynth ($1.2B; ~700 jobs) and Amgen ($1B; ~370 jobs), among others.

Infrastructure & Utilities

Roads & Signals


  • Finished the Middle Creek bridge on Holly Springs Road; broke ground on a multi‑year widening of Holly Springs Road adding lanes, medians, and sidewalks.
  • Advanced intersection upgrades (e.g., Sunset Lake Rd / Holly Springs Rd) to improve safety and reduce backups.
  • Implemented townwide signal modernization: fiber, upgraded detection at 40+ signals, and real‑time timing adjustments tied into NCDOT—already reducing delays.
  • Supported a new on‑demand transit (microtransit) service launching 2026 with curb‑to‑curb rides; free for seniors and residents with disabilities.
  • $236 Million in road improvement by NCDOT

Water & Sewer

  • Backed a regional water supply expansion with neighboring communities—enlarging the Sanford Water Filtration Plant and building a 14‑mile, $118M pipeline to deliver additional clean drinking water to Holly Springs.
  • Approved a $116M capacity upgrade at the Utley Creek Wastewater Facility (6 → 8 MGD) to ensure reliable service as we grow.
  • Expanded reclaimed‑water and utility infrastructure to support jobs and protect residential customers from future rate shocks.

Public Safety

  • Fire Station 3 opened in 2025, strengthening coverage and improving response times for the northwest area.
  • Funded and placed Ladder 14 in service to meet community risk and building‑height needs.
  • Supported a Police–Community Advisory Group to deepen trust, transparency, and problem‑solving between residents and law enforcement.
  • Voted for critical Police & Fire staffing and equipment funding to keep Holly Springs among the safest communities in North Carolina.

Parks, Recreation & Greenways

  • $100M Parks Bond (2023)—championed by Tim Forrest and colleagues—to deliver new and upgraded amenities, trails, and inclusive recreation.
  • Eagles Landing Park (56 acres on Cass Holt Rd): indoor recreation center, sports courts & fields, walking loops, splash pad, and more (in design & phasing).
  • Upgrades at existing parks: new dugouts and play structures at Womble Park; new greenway connections including the Middle Creek Greenway; accessibility and safety enhancements across the system.

Economic Development & Jobs

  • Targeted infrastructure to recruit and retain employers, especially in life sciences.
  • FUJIFILM Diosynth campus expansion ($1.2B; ~700 jobs), Amgen advanced manufacturing ($1B; ~370 jobs), and other biotech growth have strengthened our local tax base.
  • Completed major utility extensions—including the Friendship Innovation Park project (water, reclaimed water, sewer)—to unlock job‑ready sites.
  • Balanced incentives with strong performance requirements and community benefits.
